The phrase "never deny, rarely affirm. . ." is just a summary of the scholastic method used in the Middle Ages. No single author -- that I know of -- explains the method in exactly those terms. My view is that the Church in Germany fell under the diabolical spell of Hegel and Marx and never woke up. It's a case study in allowing false teachers and prophets a place at the table. There really is no way out for the bishops but formal schism. . . .but being excellent bureaucrats, they will find a way to leave w/o actually leaving. You know, Europe is different - you've been in Rome long enough - and Germany is different, and I was somewhat okay with that. Every ten years or so, an incredibly articulate theologian would tour the talk shows telling everyone how backwards the Church was because it excommunicated him or her, or just because he or she or someone else had proof that the Blessed Mother was never a virgin , and the resurrection is a hoax or the Holy Spirit is his life friend or something like that. You know... regular heretics. But you know, we now have bishops telling our teenagers that it's perfectly OK with the church for them to have sex before marriage as long as they really love each other and that you love a person and as long you love everything can be done.
